Disruption, recovery and trust in government

Young, globally connected digital natives present an untapped potential for companies to invest and reach out to a new fanbase as governments scale esports offerings across the region. With female athletes in the Middle East overcoming cultural barriers to excel in sports, there are now huge opportunities for private sector investment in this area. Women’s sporting events are now an integral part of national health and wellness transformation agendas as governments get keen to improve health and fitness levels in women. The Middle East is both the most urbanised and one of the fastest urbanising regions in the world. Two-thirds of Middle Eastern populations live in cities – well above the global average of 50%. Finally, the World Bank provides a plethora of economic data and studies on Turkey’s ongoing financial issues.

The Atlantic Council’s work on Middle East security honors the legacy of Brent Scowcroft and his tireless efforts to build a new security architecture for the region. Our work in this area addresses the full range of security threats and challenges including the danger of interstate warfare, the role of terrorist groups and other nonstate actors, and the underlying security threats facing countries in the region. The countries now have direct flights, overflight rights, and increased economic ties, as well as cooperation across multiple industries including technology, agriculture, tourism, energy, and weapons procurement. Morocco is also the North African country most closely aligned with the United States—a major non-NATO ally and the only country in Africa to have a comprehensive free trade agreement with the United States.

The Middle East Regional Platform also serves as a regional convener for trainings and meetings and events based on regional or bilateral interest. Established in 2009, MEI’s Turkish Studies program seeks to highlight and analyze political, economic, and social developments in Turkey through scholarly research and public events. It organizes an annual conference featuring leading experts and policy practitioners from Turkey, the United States, and the EU. This book explores the multifaceted dynamics between state and non-state actors in public policy during and after conflict in the Middle East and Africa. It offers case studies and policy-relevant ideas for conflict-affected areas to move forward in a more sustainable manner.

The current Sisi regime has consolidated its power, but only after severely curtailing pluralism and reconfiguring the economic, political, and social institutions that have distinguished the Egyptian state since its modern inception in the 1950s. The North Africa and Sahel Program studies this region’s evolving internal social, political, and economic dynamics and draws attention to its growing geopolitical significance. The program brings the voices and experiences of new and established actors to a global audience and provides a space to build closer ties and promote shared peace and prosperity.

Syria’s police state is institutionalized at an unparalleled scale—authorities have executed thousands of political prisoners in mass hangings since the start of their civil war. In 2017, the United States claimed the Syrian government operated crematoriums to dispose of the bodies in a manner chillingly reminiscent of the Holocaust’s death camps. For political, civil, and social rights, the region continues to struggle with authoritarianism, with even the leadership changes sparked by the Arab Spring uprisings of over a decade ago ultimately failing to improve the social contract.

Secularism is not the same as freedom of religion, and secular governments have at times denied the rights of Islamists and other religious parties. This is essentially why Mustafa Kemal Atatürk was such a polarizing figure among the Turks. Historically Iranians were ruled by an absolute monarchy for several thousand years, at least since the time of the Achaemenid Empire (550 B.C.E.) until the Constitutional Revolution in the early 20th century.

Governments globally are commiting to net zero targets, with 136 countries having already pledged. In the Middle East this includes Saudi Arabia and Bahrain committing to net zero by 2060 and the UAE by 2050. As one of the world’s regions most impacted by climate change, the sustainability agenda presents s with important key policy choices and transformation opportunities, as ESG is no longer a nice to have but a must have. Tunisia is a peculiar case in the MENA – a single-party dictatorship that, after a half-century, turned into a democracy defined by compromise and cooperation between Islamists and secularists. The post-Arab Spring decade of democratic politics embodied the success of electoral competition and new institutional rules, but problems of economic underdevelopment and transitional justice confront the country as governments and parties continue adapting to the demands of pluralism.
